Portsmouth has successfully created a citywide strategic partnership to engage citizen volunteers to increase the level of attainment in general certificates of secondary education, improve adult numeracy and math skills, increase neighborhood satisfaction through local projects, and make homes more energy efficient.

Through Portsmouth Together, the city aims to increase citizen access to volunteer opportunities. The city operates a range of volunteer opportunities such as Activate — a mentoring and coaching program in which volunteers work with students in 10th and 11th grade to support them in their work toward academic success. Through one-on-one mentoring sessions, students increase confidence, self-awareness, and their level of General Certificate of Secondary Education (GCSE) attainment.

Through Love Your Street, the city awards mini-grants to local community groups to execute neighborhood revitalization projects. With this program, communities not only fight blight and improve local infrastructure, but increase the level of civic health and facilitate interaction among neighbors.

Portsmouth has been a member of the Cities of Service coalition since 2014.
